Phing - new site setup

New Site setup using Phing.

1. After the designers get done breaking site out site should be put into svn (template.html assets etc.)
2. run phing to setup the toolbox, database, and image server

phing install

The phing command will run the build.xml file. It will setup the initial site, database, ckeditor, toolbox, image server setup. Just follow the questions.
